How to report OE

I would like to know if there is a way how to report repeated or stolen online exercises. Of course I know there are options for this purpose, but once I click on the SEND button, I get a message the page cannot be displayed:o(( Today there is again purposely repeated OE but no way how to report it. Any idea?
