(In Writing, written the same as this.  In Speaking, spoken with emphasis on the underlined words.)
 
"Oh!  He�s the Fourth President of Timbuktu!"

But someone might answer, (for example):

"He�s the one/with the wife called Maria/with the blond hair/with 10 sons/etc.
 
Nevertheless, it�s a good answer.

( Even in my native language, I would not ask such a question...)Not helping .... I know!! But sometimes "we " are ... grammar focused somehow - I just could not help wondering : How would I ask this question in French ??? Answer : I wouldn �t!!
