There īs nothing really wrong with the sentence, but as a statement it sounds better to me this way:

He suggests not putting honey into the lemon drink.
He suggests not putting any honey into the lemon drink.
He suggests having the lemon drink without honey.
 
Your sentence with context:
Every time I suggest putting in one more spoonful , he suggests putting no honey into the lemon drink.
