What time...? or At what time...?

Could you explain the difference between What time are you arriving? or At what time are you arriving? Which question is correct?

I was told that all question have to start with an auxiliar or a wh (what - where- etc) so i will say that the question should be what time are you arriving at? although I dont know if there is a difference between both
