COULD ANY ONE GIVE A DETAILED EXPLANATION.
 
where shall we use the past perfect or past in the reported speech. is there a correct rule to follow.
eg.                           Ali claimed  that he had spoken english in his class
  what can be the original words 
                               I have spoken English........
                               I spoke English ............

Both present perfect and past simple change into past perfect for reported speech. Getting the exact original words from reported speech is not always possible, in this case both are possible. More context would be needed.
