Dear colleagues,
 
I have received an email from a colleague of mine starting with " I hope this email finds you well". Is this expression common for English native speakers? if so, is it formal or informal?

It is usual in a formal or business letter. If the e-mail is a business letter (in e-mail form), then it is formal. 
But some people may not intend the formality and just use a standard form because they know it is correct and in use.
So, I would check the balance of the e-mail for form and tone to decide definitively whether it is formal or informal.
