Rephrasing exercise

I m not sure about the correct solution to this exercise:

Experts claim that one person in seven is hooked on spending money.

One person in seven ___________________________________________________________________________

In my opinion, the correct answer is:

One person in seven is believed / said to be hooked on spending money.

But my question is, is it correct to say...?

One person in seven is claimed to be hooked on spending money.

No, "claimed to be" doesn t work. The other two are fine. Another possibility is "On person is hooked on spending money, accordin to experts."

It is claimed that one person in seven is hooked on spending money., works just fine, though it is probably an under estimation.
