Are the two following sentences the same meaning?

Tom is taller than Dick.

and

Dick isn �t taller than Tom.

Technically they �re not the same.

Tom is taller than DIck - Tom is definitely taller.

Dick isn �t taller than Tom - Tom might be taller but they might be the same height.

if you want to use a negative form, I think you should say "Dick isn �t as tall as Tom".
