Not to start another topic I decided to change this one. So my question to anyone who knows for sure:
Can first and foremost be used as an adjectival phrase? E. g. The first and foremost key to an ideal society is education.

why? is it bc you speak Am En?
See, I know that first and foremost is used as an adverbial phrase, but I was wondering if what I mentioned is possible. If not, could you please help rephrase the sentence? I need it for an essay.
