as we are talking about stolen contributions, can anybody help me to understand this issue?
 
this member has been reported because he stole a worsheet from another member:
 
 
Besides the worksheet consists of a scanned copy from the well known book New English File.
 
At the same time the original worksheet had also been reported as stolen from the book English File as well as another  one  from the same  teacher.

With these worksheets they became premium members and have had the right to download for almost a year so far and, as all of you can see, these members are still there.
 
My question is the following: are these rules for forbiding the uploading of scanned material quite new or did they exist from the very beginning?

I thought that no matter which forum you posted under, whether it be stolen contributions, ask for help, concerning worksheets etc it will always appear on the front page of the forum when it is new.  As more new posts come along older posts are removed and then can be found in the relevant section that it was posted under.
