Whle googling some information  , I read this :

Where did you learn English ?  
 
 
Which one is correct ?

I would say the second as it implies a finished process or action although I think the first one is fine if that person has just recently finished studying, though I would prefer "Where have you been learning English?" in that scenario.

 Well , Dale ,  learning  is a process that never ends  ..... If we were talking about  boots , for example,  I �d agree definitely with   you
