Charge. The only time I hear �recharge � these days is when colleagues say, �I need to recharge my batteries �. We �re all tired just now.  Nearly the end of term, though.

Charge and recharge are both ok in my neck of the woods but I tend to use charge in everyday speech.
 
Here is an interesting link showing �recharge� being used commercially.
 
Recharge is also used when you want to top up your credits ($ value) when you are on a Pay As You Go option.
