ummm i �m still a student but i �ll tell you what I know ^_^
the questions are generated depending on the main objective of teaching English for the stage you �re teaching
you should always keep in mind that you are testing the comprehension, reading and writing skills (in the written exam) and the listening and speaking skills (in the oral exams) .. and not the ability to memorize the material
so your exams (oral or written) should test those skills in an integrated way.
there also has to be a great connection between written and oral exams so that you can test all language skills <<< Some schools only test writing and silent reading for comprehension, which will absolutely create a weakness in the part of listening, reading aloud and speaking.
the questions should test the students acuuracy and fluency, again, in an integrated way
