This is what I found on the site provided by donapeter:
all but
1.
very nearly:
the subject was all but forgotten. 2.
all except:
we have support from all but one of the networks.
So I guess it is the first meaning that applies to the sentence I copied from the book.

2. almost In some places, bus service has all but disappeared.
Even if it may have 2 almost opposite meanings, let �s trust our native speakers. And the context also suggests "almost". |
