The correct answer is "can īt have finished" as we use the modal can īt +have + p.p. (perfect infinitive) to make a deduction, a logical assumption about what is impossible to have been done/ to have happened.

a and b are both suitable for the missing part. if i encountered such a question, i would omit it. "already" means "by now" in this sentence. a and b do both mean possibility and i think both are correct here.

In this case, only b is the correct answer, as Bruce, vickyvar and Tatyana83 have explained.
