							| Tom and Jerry starts at 4 or Tom and Jerry is on at 4 are both widely used and correct.
 You don �t even need to say o �clock or p.m. - only if writing.
 
 many places in Europe and probably many other places too -  write/say
 at 16 for p.m. and 4 for morning.
 They don �t do that in the states - therefore the p.m. and a.m
