							| Not that I know anything about Portuguese, but according to   dictionary.reverso.net, fazer palha�adas means "to clown around", so I would guess palha�ada would be "clowning" (although it �s uncountable in English, and seems to be countable in Portuguese).
I hope someone provides a better answer than mine.

 Not sure, but I think Helena may be referring to the long, hard and complex way Portuguese teachers, mainly younger ones, experience, when they try to apply for a place in a public school.
 Year after year, hundreds of teachers have to wait, before they know where they will be working. Eventually, we start school, next Monday, and many, many teachers still don �t know where they will work and... students won �t have all the classes.
 It �s a problem that has been around for the last decades, no matter the government we have.
