"A new school year..." or "The school year..."
"Dogs are clever animals" (no article when speaking in general)

The school year begins in September. (The school year of a particular education of particular country)
The dog is a clever animal. (The + singular noun represent a class of animals, just like: The whale is in danger of becoming extinct.)

We can say: A dog is clever. Dogs are clever. Dogs are clever animals. The dog is a clever animal.

The school year - you are talking about something specific
In regards to the dog example, if you are talking about dogs in general there are three ways to express such general ideas (as hongduyen said):
The dog is a clever animal
OR
A dog is a clever animal
OR
Dogs are clever animals
