							| as far as I understood we greet smb when it is some holiday or occasion but congratulate  when smb has achieved something then I consider "I congratulate you on your birthday" to be not correct in such a way how can we say about birthday and New year? what other ways do you know, and can we use congratulate in such cases, because sometimes i hear such variants 
 say happy birthday (to);  Many happy returns (of the day)!  wish smb a happy New Year |  9 Dec 2011

							| We use Congratulations for "special" birthdays: Usually in greetings cards.   Congratulations on reaching your 18th, 21st, 30th, 40th, 50th, 60th, 70th, 80th, 90th, 100th Birthday Wishing you a happy and prosperous New Year (traditonal) Best wishes for the New Year Best wishes for the coming year
