							| Either is correct. I have no idea why anyone should think there �s something wrong with collocating  �small � with  �salary �.  �Low salary � certainly gets more hits on Google and slightly more entries in the British National Corpus (BNC) but, interestingly, has fewer entries in COCA (Corpus of Contemporary American English). 
 Obviously the context is important, since  �small salary � could also refer to a nominal sum, a modest retainer etc. |  13 Mar 2012
