You lie on the beach - (specific place) - meaning on the sand.
you are at the beach or meet at the beach. (no specific place)
You are never in the beach.

Let see If I have understood (and please don �t take it too seriously!!!): I �m going to meet my boyfriend at the beach.  Then we are going to lie on the beach sand to get sun tanned.  And Finally, we are going to play hide and seek in the beach and burry each other in the sand  ....LOL |
