I �ve come across this question in a multiple choice exercise and Ican �t work out the right answer, though it seems really simple. Here it is:
The robbers surrendered _____ the police had surrounded them.
a) before b) by the time c) after
At the beginning I thought it shoud be by the time, but now I think the correct answer is after. Can you help me?  |

The answer is c) after. The past perfect, "had surrounded", indicates that this action happened before the robbers surrendered, therefore the robbers had to surrender AFTER .

It must be "after". If by the time were correct, the main sentence would be in the past perfect, and the other clause would be in the past tense. |
