							| As an American English speaker, I would always use "in" for forms, or other communication. I would only use "fill up" for physical space. I filled up my car with things to take to the hazardous waste collection site on Thursday, and then I �ll need to fill up my gas tank. |  1 Jan 2014

							| Definitely  �fill in � - this means you are putting in all the necessary details. If you did say  �fill up � it would mean add much more, for example, if you were applying for a job and there was a page for additional information, you should  �fill it up �, or at least put down as much as you can. |  1 Jan 2014
