Some people will say twenty three hundred (staff involved in military, hospital, airports).

Most people will say eleven pm or eleven o �clock.

I say 11pm.

Or twenty three hundred hours. Which sounds somewhat strange but is used in the military.

11 o �clock, ordinarily. Twenty three hundred hours on train timetables and such like.
