I would use the passive voice: "some experts were killed when testing the spaceship". |

If your sentence starts with "The rocket fuel.., then I think the present perfect passive is to use in the clause preceding "since" and the past simple passive in the one following it. The CORRECT SENTENCE, as I see it, is the following: The rocket fuel has been used since the 2007 incident, in which some experts were killed when testing the spaceship. |
