							| You can �t use your second example because it uses "by" twice. The first is correct and common. You could say "By whom were these flowers sent?", but that sounds VERY formal. The most common way to say it would be "Who sent these flowers?", but I think you are specifically looking for the passive voice. "to be expected" is followed by an infinitive, so "expected arriving" doesn �t work. Bruce
