I �m with CynW. The main difference is formal vs. informal.
I would use, "I look forward to seeing you." in a letter or email to someone I don �t know very well. i.e. a cover letter for a job application, or a request for a donation (more likely I would say, "I look forward to hearing from you," for these examples.)
I would use, "I �m looking forward to seeing you," with friends, family, and coworkers.
There may also be an argument for timing to be part of the difference.
If I know when I am going to see someone, I �ll say "I am looking forward..." but if I don �t know when or if I will see the person, I �ll say, "I look forward..."
I would never say, "I am looking forward to see you."
