Hello,
One thing you can do is to open it in Paintbrush, select it all (Ctrl + A), copy it (Ctrl + C). Then, click on Open a new Paintbrush file (Ctrl + N) , it �ll ask you: Save current work? Answer "NO". Then, in the new empty paintbrush document, paste the picture (Ctrl + V), click on select everything (Ctrl +A). OK. Now you can resize it by draggin the sides of the picture.
