 Are you asking a student to write the questions? If yes, you want to say "make." If you want to know how many questions the student can ask orally, then you probably want to say "ask." I hope this helps.

							| If you are asking your students this as an activity then I think it is better to say how many questions can you make? "How many questions can you ask? " this kind of question would seem better in a speaking activity not a written one.    In writing activity students have to make questions because they have to create it.   Have a nice time |  16 May 2009
