I suppose rough hair or ruffled hair could be the answer.

A lot of words are used to describe hair.  Some I list below:

Ruffled--means someone put their hand into your hair and moved it around to make it messy.
Uncombed or Unkempt--messy because it hasn t been touched by a brush or comb in a while.  This is in fashion now.
Flat--unstyled, without much volume or "body".  Most women HATE this.
Glossy--very shiny.
Smooth--soft and straight.
Frizzy--puffy (like a cotton ball) and large, as hair reacts to moisture such as rainy weather.
Tangled--has knots or areas stuck together.
Thick--each hair has greater volume than average hair, making it heavier.
Flyaway--each hair has lesser volume than average hair, making it lighter and prone to sticking up or away from the head, as if touched by electricity.
Wavy--halfway between "curly" and "straight".
Straight--falling directly down, without any curl or wave.
Dry--in need of moisture.
Brittle--breaks easily.  This can be from natural causes, from chemical treatments or swimming in over-chlorinated water.
Colored or Dyed--treated with chemicals to change the color.
Highlighted--made brighter in areas with bleaching or lightening chemicals.
Permed--this comes from the phrase "to get a permanent wave ", which means adding curl or wave ("body") to the hair by using plastic curlers and chemicals.
Overtreated--hair that has been colored, highlighted, permed, etc. and is now brittle or breaking.
Salt and Pepper (gray)--Hair that has some natural color left, but is changing to gray slowly.
Hair mask--a heavy cream conditioner used on the hair for 15 to 30 minutes to add moisture and shine.

I hope this helps!
