Hello everyone! Could you help me? I �ve been always confusing the expressions "on the picture" and "in the picture" (shame on me). Which one should I use?

"In the picture." 
 
("On the picture" would be correct  if you set your coffee cup on top of the picture.)

It depends on the context. If you want them to see something �inside � the picture then you say "in �. If you want them to write on the picture then you say �on �.  If it �s "inside � we usually use �in �.

I �ve just taken a seminar in the British Council this school year and a native speaker and linguist specialist said when you describe a picture it �s always IN THE PICTURE, so I agree with Douglas - on the picture means when you actually put sth on the picture �s paper or canvas.

I tend to agree with Spagman63 and Douglas.  I would say �the person in the picture is my sister � and she wrote her name on the picture �.  If you put something on top of the picture it would be �on �  and if it is within the picture it would be �in �.
