This is what I found on the site provided by donapeter:

all but  1. very nearly: the subject was all but forgotten.         2. all except: we have support from all but one of the networks.    
So I guess it is the first meaning that applies to the sentence I copied from the book.

all but something

1. everyone or everything except those mentioned All but the weakest plants survived the hot weather.

2. almost In some places, bus service has all but disappeared.

Even if it may have 2 almost opposite meanings, let �s trust our native speakers. And the context also suggests "almost".
