Echo questions:
An echo question is a question that directly takes up (or "echoes") part of a declarative sentence made before. It copies an utterance and contains a wh-phrase in situ.
For example:
A: I m going to Nizhnesverdlovsk.
B: You re going where?
or
A. I need a new bolt for my oil filter.
B. A what? or A bolt?
A. I mean for my oil pan.
but tag questions or question tags
are added to the end of a sentence to confirm what has been said.

If the sentence is negative - the tag is positive.
If the sentence is positive - the tag is negative:

For ex:

He doesn t do well in school, does he?
He does well in school, doesn t he?

Perhaps you  mean the kind of questions that are also known as reply questions
In reply questions there are two speakers the first one says something and the second wants to show interest so  he repeats part of the sentence
a.-she is Italian
b.-Is she?
In tag questions speaker one makes the tag questions because he is or isnt sure about what  he is saying
a.-She is Italian, isnt she?
b.-Yes she is (usual short answer)

Tag question may have originated because people weren t sure  - but today
it is a part of speech. No one thinks about adding a question tag at all.
Sometimes we use it to see if our listener agrees with us.

That dress is ugly - isn t it?
