I don´t understand the policy about stolen worksheets

Hi, I am new here and I was following the discussion about stolen worksheets and pointed one out - the one which was rewritten from New Cutting Edge Upper-intermediate. Is it OK if I rewrite exercises from books or not? I read in the introduction that all users must use their own ideas, so rewriting seems like steeling ideas...... Can you give me some advice?

if you rewrite something there is always a possibility that someone says that a worksheet is stolen so my advice is DONT REWRITE
