Dear teachers,
I have difficulty choosing the best heading for my test.Do we say:
a-English local standardized test ?
                       or
b-Local English standardized test?
 
or we use neither of them just as miss manal suggested?

What do you mean by local?  the title is confusing, but I think it sounds better local, standarized English test. I would better use miss manalīs suggestion

By local I mean that only the students of our city who will take it.

If you must choose then b has the clearer meaning.
 
but to really confuse you, IMO it should be:
 
Standardized Local English Test
 
That would make it even more clear as to what the test actually is.Confused I think ...

If you have to choose one of the two, I’d choose b. However, I think Cameron’s answer is much better.
