I �ve heard "to hit square (or squarely) on the nose" in that sense, but "fair and square" is about dealing with people in a fair (just) and honest way, and has nothing to do with hitting, in my experience.

I �m not a native speaker but they are both right I guess. There�s a difference between BR and AM English, that�s all.
