One prefers to shop at Harrods, doesn �t one? is the only possible answer.
The subject in the tag has to agree with the subject in the main sentence, which is not he, she or they.
 
However, I will add that only the queen and her crew would use "one" instead of "I".

After years of writing and rewriting text to make it gender neutral, I habitually switch to the use of "they".  However, I believe the proper (non-gender-neutral) response, even though I don �t really like it, would be:
 
"One prefers to shop at Harrod �s doesn �t he?" (not knowing the gender)  
 
  If I had to pick from one of your options I would go with: "...doesn �t one"
