My brain cannot work properly so please help me: is it correct to say " a cheetah runs 99 kph"  ? cause in my country we say "a cheetah runs with 99kmp"(in our mother tongue) and thus my confusion...

I think you shouldn �t use any preposition at all. Just say: a cheetah runs 99 kph, a tiger runs (up to) 35 mph.
(up to - is optional, can say pretty much without it: a tiger runs 35 mph).

No preposition or "at". Both are correct, but it sounds better without a preposition.

Esoh - He was driving at a speed of 60 sounds really old-fashioned.

Today we just say - he was driving 60.

It �s strange though that we can find sooooooooo many current results when we google �run at mph �. Maybe this prepositon �at � only sounds improper or old-fashioned to American ears?? ;))))))

No I don �t think so topolina - downunder we say the same.  Although, I �d probably say he was going 60kmph or doing 60.  Spoken English today is much less formal than what it used to be.
