Where did you hear this phrase?

There are songs: Cold weather blues and Bad weather Blues- these refer to Blues music which is sort of sad. To feel blue is to feel unhappy.

I think it means a person has the blues because of the bad weather. The person is sad because the weather is not to his/her liking.
