Hi Yolanda
This is an interesting question - yes it is possible but perhaps not so common here in Australia. I think most people use "I have made a decision" in everday conversation.
However, politicians, political parties, government departments and high level businesses often use "have taken a decision" when talking to the masses, maybe to express impartiality. It definitely is more formal.
I m not sure about usage in UK or US.
Cheers

taken a decision sounds a bit strange... decided, made a decision, reached a decision - yes! |

In the Us it s more common to say make a decision but usually when economics or politics ( or law) are concerned we do use take. For example The State Department said no final decision had been taken
Economists say no final decision has been taken so far., This was not a decision taking meeting. All decisions converning the country s financew will be taken next week.
I m not sure about British English use but I hope I ve helped as far as use in the US .
