turn up (one s) nose
To regard something with disdain or scorn: turned up her nose at the food.

Pretty much similiar to Portuguese.

if it is used to describe a persons features it would mean nariz respingada but if it is used as to turn up ones nose it would mean to look at something with desdain or scorn i dont know how you want to use it. but i hope it helps :)

As the others have said, it depends on how it s used.

Literally/physically, it is a nose on which the end goes up instead of forward or down.

Figuratively, you are right about it indicating a stuck-up person, or, as others said, a person looking with scorn or disdain at something.
