Actually... I just looked this up:

The difference between paddling and rowing,

There is a big difference actually. Of course there are loads of similarities such as being in a small boat that is propelled using your arms. But technically speaking, paddling and rowing (and sculling) are completely different activities. For starters, in paddling, whether canoeing or kayaking, you hold a paddle. In rowing you manuever an oar. This may seem like splitting hairs, but I assure you it �s not. A paddle is not attached to anything while an oar sits in an oarlock (or rowlock) which is attached to the boat.

I beg to differ wynfern- because I was a member of the rowing club and we rowed with 2 oars.
Sometimes alone and sometimes in a 6-man boat.
(in fitness gyms the machine with two oars is also called a rowing machine)
When I go out canoeing - I paddle with one paddle.
I �ve never seen an official rowing club out rowing with one paddle!!!
In the image above  the man is paddling not rowing.

Definitely paddling--as Linda said, he is holding the paddle in his hand so it is paddling.  9I confirmed this with my student that is a European Champion dragon boat paddler)
