Should I say " International Work" or " I nternational Labor" and " attracting workforce" or " workforce attraction"?

First, this isn �t a sentence. It seems to be a title or heading, and we will need a good deal of explanation to know what you mean by it. Are you translating it from German?

I agree with Bruce, it does sound like a title. It �s not a sentence  so it �s a bit confusing.
 
Branches would be a better word to use than tributaries.
 
Attracting labour? I don�t understand. Is it an employment agency of some kind?
