Hello everybody!
I need some help with a phrase i came across at Economist mazagine. It is "stay hand". Thank you in advance.

If it ´s "stay your hand," according to answers.com it means:
do not move your hand-- especially do not hit anybody with it, or act in any harmful way.

Can you give the sentence and context containing ´stay hand ´ please. There are several possible meanings depending on how the words were used.

The sentence is: "Mr. Karzai is staying his hand only because the IEC balked at accepting the astonishing results from Ghazni, a Pushtun majority constituency where preliminary counts gave all 11 seats to the Hazara ethnic minority."
