There have to be 11 players in each team
or   there has to be 11 players in each team.

Even though I want to say "there has to be"..I think the correct answer is "there have to be" because "players" is plural.

I agree with Douglas. It should be "have to be" because of the plural "11 players".

Even though have is grammatically correct - I would bet my old grandmother that
millions now use has.

There were three stray kittens cowering under our porch steps this morning.

If you ask who? or what? before the verb ("were cowering"), the answer is "three stray kittens," the correct subject.
