This is how I do it on the handheld calculator when I �m calculating my test results:

9.6 - 7.5 � 7.5 %
[press 9.6, press minus, press 7.5, press divided by, press 7.5, press percentage key]
 
answer = 28%

Sorry!  I misunderstood your original question.
 
I should have correctly understood it as: "If something increases from 7.5 to 9.6, what percentage increase is this?"
 
If your calculator has no percentage key.
 
9.6 minus 7.5 is 2.1.
2.1 divided by 7.5, multiplied by 100.  Answer 28% (As others have correctly said).
Written as a formula:          (9.6 - 7.5) x 100  = 28%
                                                             7.5
