or  say something TO somebody. Jana said the news to everybody.

tell somebody something. Jana told me the news.

The short explanation I give my students is that when we use "say" we don īt need to know who the comment was for, but when we use "tell" we need to include the person who the comment was for.  For example:

I said it was raining.
I told you it was raining.

It would not be correct to say:

I said you it was raining.
I told it was raining.

I want to add something about this matter. You can use ītell � with jokes, time, story and so on. We say ītell a joke, tell the time, tell a story �. We cannot use say here.

Also we can use: tell somebody about something
