I think its "in" rather than "at" because "at" usually refers to a very specific location, e.g. he is standing at the door whereas "in" could be used in a more general manner.

But I think for the first sentence, we could use the word "during"= how old was she during Athens Olympics.

I hope I am not wrong. Thanks.
