I �m sorry and perhaps I �m asking a very silly question, but I was wondering if when we say go upstairs it only refers to closed buildings, that is, houses, blocks of flats ... and my question is: can we say go upstairs in a park or in the street if you go from a lower level to a higher level or we just say go up?

Not really, then we say "go up the stairs".
