For an informal letter:  Dear Jim,  would normally be used.

If you want to include the other words: My dear penfriend Jim,

You can use a variety of greetings:

Dear Jim (standard personal letter greeting)

My dear penfriend

My dear penfriend Jim

However, it is important to note that using "My dear ..." really implies a very close relationship.  Personally, I d stick with the standard greeting.

Cheers

Jayho
